The facility is located at 1940 Highway No.1 North, Port Allen, West Baton Rouge Parish.
Placid Refining Company, LLC proposes to bring the facility under the Part 70 air operating permit requirements. The facility is currently operating under State Permits Nos. 3120- 00012-08 dated September 27, 1994, 2386 dated April 3, 1996, 2568 dated October 6, 1998 and 2806 dated May 22, 2002. Placid Refinery proposes to increase the duty of the crude heaters from 130 to 180 MM BTU/hr to overcome the problem of scaling without any modification to the heaters or an increase in production.
The facility is located in a non attainment area and must go through Non-attainment New Source Review (NNSR) for NOX and VOC emissions. The NOX emissions increase is greater than 5 tons per year therefore a netting analysis is required. Netting analysis indicated that the overall NOX emissions increase in the contemporaneous period is less than 25 tons per year. No further analysis is required for NOX emissions under NSR. The VOC emissions are less than 5 tons per year therefore no NNSR is required. Prevention of Significant Deterioration (PSD) review is not required as the total estimated emissions increase of criteria pollutants for the project is less than the PSD significance level.
